President of the Institute for Security Policies, Filip Dragović, and members Matthew Vatter and Richard Larkin participated in the panel discussion at the First International Conference on Homeland Security, held in Zagreb on 17th September 2019.
Filip Dragović discussed the challenges concerning the increased migration flows and potencial risks for the security sector both in the Republic of Croatia and other western countries. A special focus was directed towards the increase of human smuggling and participation of organized criminal groups into smuggling and human trafficing. Matthew Vatter discussed the U.S. experience in military support to civilian authorities during emergency and crisis situations, whereas Richard Larking focused on coorrdination mechanisms and models utilized in major events involving different actors.
